Wariner, the world's top-ranked 400m runner in 2010, has been plagued by minor injuries this season.
He has clocked just the 12th fastest time this year, and was beaten in the US Championships - which double as the national world trials - by college athlete Tony McQuay.
Wariner won the Olympics 400m title in Athens, in 2004, and followed that with World Championships wins in 2005 and 2007.
He was runner-up to fellow American LaShawn Merritt at the 2008 Olympics and 2009 World Championships.
Wariner is expected to be replaced on the US team by fourth-placed trials finisher Jamaal Torrance at the World Championships, which take place between 27 August and 4 September.

Owen winner gives United friendly win over Barcelona

Michael Owen scored a 76th-minute winner as Manchester United beat European champions Barcelona 2-1 in a pre-season friendly in Washington DC.
In front of nearly 82,000 fans Nani put United ahead in the 22nd minute.Barcelona, without Lionel Messi, equalised in the 70th minute with a stunning strike from Thiago Alcantara.
Owen latched on to a pass from Tom Cleverley to score the winner as United end their North American tour win five wins out of five.
Owen Tweeted after the game: "As normal with Barca, opposing striker hardly gets a touch! That was the case today! Thankfully I scored but I missed a sitter late on too."
United were beaten by Barcelona in the Champions League Final at Wembley in May, and a record crowd for a football match in the American capital saw the Premier League champions gain a small measure of revenge.
Sir Alex Ferguson's side will return home and prepare for the Community Shield against FA Cup winners Manchester City next Sunday at Wembley.
Ferguson's assistant manager Mike Phelan said: "Tonight wasn't a do-or-die situation. It was important that the players we put out on the pitch understand what it takes to play against an exceptional team.

Ferguson confirmed after the match that Mexican striker Javier Hernandez was given the all-clear to fly back with the squad after he suffered a concussion in a training session.
"Javier is coming back with us. He is fine. He won't play for a couple of weeks but that would have been the case anyway.
"He was always going to need a break until he got his fitness back. He will do some training, then we will have him back in three to four weeks."

A swashbuckling fifty from Stuart Broad helped England recover from a calamitous batting performance to finish the first day of the second Test with their hopes intact.
Some fine India bowling in swing-friendly conditions and poor shot selection from some of England's batsmen had seen the hosts collapse to 124-8 at tea at Trent Bridge.But an entertaining partnership of 73 between Broad (64) and Graeme Swann swung the momentum England's way and hoisted their total to a potentially competitive 221.
Jimmy Anderson then had Abhinav Mukund caught in the gully from the first ball of India's innings, but Rahul Dravid and VVS Laxman survived a severe examination from England's seamers to reach 24-1 at the close.
The experienced duo showed great skill under the floodlights to keep nine wickets intact, but England will have seen enough in the lively surface to believe they can dismiss the tourists on day two and keep their hopes of taking a 2-0 series lead alive.

The hosts' biggest concern could be an injury to Swann, who was sent for a scan on his left hand after being hit on the glove by a lifting delivery from Praveen Kumar, although it was later said the off-spinner had sustained no significant damage.That was a fantastic day. With Trent Bridge renowned as a swing bowler's paradise, India skipper Mahendra Dhoni surprised no-one when he put England in to bat after winning the toss under heavy cloud cover.
The tourists, looking to bounce back after their 197-defeat in the opening Test at Lord's, made the first breakthrough after 25 minutes, as Ishant Sharma jagged a ball back off the seam and trapped Alastair Cook leg before wicket.
Jonathan Trott was the next to fall in Sreesanth's first over, playing at a ball he could have left and guiding a routine catch to Laxman at second slip.
With India's bowlers unable to maintain a consistent line, Andrew Strauss and Kevin Pietersen saw England through to lunch with eight wickets in hand.
But the momentum swung dramatically after the interval, with all three Indian seamers hitting their straps as six wickets fell for just 55 runs.
Pietersen was surprised by the bounce of a ball from Sreesanth and nicked to third slip in the first over after lunch and Strauss had a wild slash outside off stump and was pouched by Suresh Raina.
Three balls later, Eoin Morgan was trapped on his crease by Kumar, before Matt Prior prodded at Sreesanth and was snaffled by Dravid at first slip.

At 124-8, it looked as if England would do well to reach 150 but a clear change of tactic from Broad and Swann, reaped rich reward.
The duo were positive from the outset, attacking every ball and picking up boundaries all around the ground.
By the time Swann was out - gloving a surprise bouncer from Kumar to gully - he and Broad had added 73 in 11.4 overs and totally changed the complexion of the day.
Broad reached his 50 - off 56 balls - with a handsome drive over bowler Kumar's head, and struck his eighth and ninth fours before he was caught on the boundary off Harbhajan Singh.
Broad's innings was over, but thanks to his brilliant batting, the match was very much alive.

U.S. Soccer said it will have a further announcement on Friday.
Federation president Sunil Gulati said in a press release Thursday that it is always hard to make these decisions but they felt it was the right time to make a change.
U.S. Soccer had rehired Bradley to a second four-year contract only last August, less than two months after the team lost its second round match to Ghana at the World Cup in South Africa.
The Americans struggled as hosts in last month’s Gold Cup regional tournament. They lost to Panama for the first time ever, beat tiny Guadeloupe by only 1-0, and gave up a 2-0 lead in losing to rival Mexico in the final, 4-2.
Bradley completes his five-year tenure as head coach with a record of 45 wins, 25 losses and 12 draws. Among his accomplishments were leading the team to the 2007 Gold Cup title and a second place finish in the 2009 FIFA Confederations Cup in South Africa.

Reade had pulled out of the event earlier this week after aggravating the wrist on which she had recently undergone surgery, only to be persuaded to delay her decision over whether to compete following further tests and training.
After Denmark, she is next due to compete in the BMX 2012 test event at the Olympic Park in Stratford on 19 and 20 August.
Reade, who has won three world titles, went to the Beijing Olympics in 2008 as a favourite for BMX gold but suffered huge disappointment when she crashed out in the final.
As well as hoping to make amends in London next year, she is also bidding to earn a place in the GB track cycling team for the team sprint after winning two world titles with Victoria Pendleton in 2007 and 2008.
